Does this resolution mean that when Streets are unsafe to pass or Public buildings do not comply with local or state building codes that you and the Council are held accountable to the same standards and time frames as the ordinary citizen? Do you have a mechanism in place that when a Property Owner can prove a financial hardship and can not fund the needed repairs that some type of grant money is available? Or does that elderly owner on a fixed income that has owned a home for years and paid their outrageous taxes and water bills for a life time can be charged criminally? Should not that same standard apply to our Leaders? Should not this administration lead by example? Can the tax paying Citizen use the same excuse the City has been using for years? We don't have the funding!!!. This resolution is a waste of Taxpayer money it will create a patronage job at $40,000.00 per year plus all the benefit only to add to the over burdens the City already places upon our Citizens. * To promote accountability between Landlords and Tenants.
* To promote and foster the highest professional and educational standards
among Managers and Owners of rental property within the County of Niagara.
* To promote professional recognition of those involved in rental Property.
* To educate Managers and Owners of their rights and to inform them of housing legislation.
* To sponsor educational conferences and seminars.
* To provide technical assistance and/or to act as a resource for Property Managers and
Property Owners, governmental: departments and other organizations.
Don't forget that the LANDLORD RENTAL AND PROPERTY OWNER REGISTRATION APPLICATION must be filed sixty days as of May 1, 2010.
After sixty days a fee of $25.00 for oneor two rental units and a fee of $40.00 for three or more units will be charged.
Failure to register and upon first conviction, a fine of not less than $250.00, but not exceeding $500.00.
Upon second conviction within a twelve month period, a fine of not less that $500.00 but not exceeding $2500.00.
